2026 Membership Luncheon & Legislative Update

The Garrard County Chamber of Commerce recently hosted its annual membership luncheon at The Hilt, a premier event venue on Ballard Road. The event served as a hub for local networking and provided a platform for state and local leaders to share critical updates on legislation, the economy, and the future of agriculture in Kentucky.

Building Momentum in Garrard County

Executive Director Diane Bisher opened the event by highlighting the incredible growth within the county. From new businesses opening on the Square and the upcoming hospital project to the expansion of local distilleries and restaurants, Bisher noted that the “momentum and excitement” surrounding the community is at an all-time high.

Legislative Highlights: Updates from Frankfort

Representative David Meade (Speaker Pro Tempore) Representative Meade

Economic Competitiveness: A continued effort to lower the state income tax, with a goal of reaching 3% or lower to compete with neighboring states.

Infrastructure: Significant updates on the US 27 expansion. Final designs are complete, right-of-way purchasing begins this fall, and construction is currently slated for 2029.

Workforce Development: House Bill 5 focuses on prison-based job training (specifically at North Point) to reduce recidivism and get individuals back into the workforce with a 93% success rate.

Senator Donald Douglas

Senator Douglas emphasized the importance of returning power to the people and focusing on “common sense” governance:

Healthcare Innovation: A major focus on Senate Bill 77, which explores the use of Ibogaine to treat opioid withdrawal and PTSD, potentially revolutionizing addiction recovery and revitalizing the workforce.

Education: A commitment to supporting teachers while ensuring they aren’t overburdened with tasks outside their professional scope.

Fiscal Stewardship: Kentucky’s Financial Health

State Treasurer Mark Metcalf

A Garrard County native, Treasurer Metcalf reported record-breaking news regarding the state’s finances:

Unclaimed Property: The Treasury has returned nearly $100 million to Kentuckians in just 27 months—a state record.

Debt Reduction: Per-taxpayer debt has been slashed from $39,000 in 2017 to roughly $11,500 today, with a goal of dropping below $10,000 by July.

Rainy Day Savings: Kentucky currently holds nearly $4 billion in the Budget Reserve Trust Fund, the highest savings rate in the nation.

Warren Beeler (Deputy Commissioner of Agriculture)

Representing Commissioner Jonathan Shell, Beeler discussed the vital link between the farm and the local economy:

Local Processing: The push to keep Kentucky products (like chicken, pork, and grain) within the state for processing to create local jobs.

Food is Medicine“: Collaborating with healthcare providers to promote fresh, local produce as a pillar of community health.

Ag Education: The “All In” program is bringing agriculture back into classrooms to show the next generation that farming is a high-tech, essential industry.
